Just recently acquired a 1978 19 foot deck boat motor runs top guy I got it from said he put a new prop on and won’t engage into gear the prop engages when boat is off like locks up both forwards and reverse but Dosent spin when boats on checked the cables all looked good checked the gear oil no water or anything any ideas before I give up and try and find a shop

Most props have a rubber hub and if you have a spun hub the boat will go slowly but when you apply power the prop spins on the hub and does not provide any propulsion. So a spun hub is one possibility.
So the prior owner put on a new prop but that did not fix anything. It that what I am reading in your initial post?
There is also the coupler bolted to the flywheel that could be slipping.
The only way this boat makes any financial sense is if you can do do all the work yourself. You are saying at the end of your post that you may have to bring it to a shop. The shop will probably charge $100 and hour.
Outdrives are expensive. Your boat is not worth very much.
