2002 Mercruiser 4.3 Propeller Question

I am currently running a J14-23 prop on a 4.3 190hp Mercruiser pushing a 18 ft Searay. 1.81 gear ratio and engine rotation is left hand. The RPMs only get to 4000 and I was reading should be between 4400 and 4800. I seem to have a hard time getting out of the hole with passengers and a skier. WhAt prop can I move to to get a faster start and higher RPms. Thank you

What alien said. 23 is way too much pitch for that boat/motor
