In a similar situation, I spent a lot of time looking into it, so I'd know what to say to whom.
If you speak at a meeting, have something pointed to say with an answer that makes sense to you.
In fish n' game issues, the biologists almost always have the right answers, but the Enforcement somehow butt's in saying they cannot enforce (read Terrorize the populace) the Biologists wishes.
I actually think writing short pointed letters is better than going to those meetings of long harangue's and stammering, stuttering, angry people who are just angry and not informed.
