Explain Lake O water levels to me

I read in today's Herald about the problems in the Everglades caused by recent heavy rains, yet the Lake O water levels are low so that the navigable depth is only 6'. How can that be?

We are entering the rainy season so the lake levels are probably being kept low in anticipation of that.
