For Vic: Electrode Overload on ElectroScan Unit??

Vic, hello,
about 3 years ago I talked to you on the phone about installing a Blakes Lavac manual head with a Lectrasan. Finally, I have installed the new generation ElectroScan and Blakes Lavac head with manual pump on my sailboat.
Here is the problem:
we are currently in fresh water and I have the 4 gall. saltfeed tank. The first time I turned on the system (today) I had put in 20 lb. of salt, as the tank manual said the unit could hold.
The tank is connected to the boat's pressure water system. The first time I flushed the Lavac, and pushed the Start button on the system status panel, I got an error, "low electrod amp" message. I assumed, I hadn't yet pumped enough salt water into the ElectroScan. So I opened the salt feed line completely, and then flushed the Lavac by pumping it several times, over and over, and then pushed the Start button again. The pretreatment cycle ran fine, with voltage at 100%. When the unit switched to treatment, voltage was fine, but immediately after the voltage 100% display, the amps message indicated 8 amps, although there was no warning message on the panel. The next message was an error "Electrode overload".
The unit stopped.
There were no voltage or amp warnings before that.
The manual says, an electrode overload error is because the electrode amps are higher than 28 amps during fresh water operation, possibly because of excessive salt. So, thinking I had flooded the unit with too much salty water, I closed the salt feed valve totally and then flushed the Lavac repeatedly and tried to cycle the ElectroScan again. But I got the same results, even after a long amount of pumping. Pretreatment okay, treatment always ended with "electrode overload".
What do you think the problem is?
