I would try both as they are next to each other. Check the prices they offer and whether they can give you a slip at the time you want it. There is a Metro stop at L'Enfant Plaza less than 1/2 mile from the marinas so you can get to just about anywhere from there.

If you cannot get a booking at the Capital Yacht Club or Gangplank try the new marina at National Harbor. I know they run a water taxi to Alexandria and Georgetown and I think they have shuttle buses into DC from the Gaylord Hotel on site.

Another option might be to anchor in the Washington channel opposite the yacht club or Gangplank and use the tender to go in to either. For under $20 per day you can use their dinghy dock and their shore facilities. The charges are on their websites.
If you Anchor in the Washington Channel you must use two anchors to limit your swing.
