Marina, Captain, and close to airport

I would try both as they are next to each other. Check the prices they offer and whether they can give you a slip at the time you want it. There is a Metro stop at L'Enfant Plaza less than 1/2 mile from the marinas so you can get to just about anywhere from there.

If you cannot get a booking at the Capital Yacht Club or Gangplank try the new marina at National Harbor. I know they run a water taxi to Alexandria and Georgetown and I think they have shuttle buses into DC from the Gaylord Hotel on site.

Another option might be to anchor in the Washington channel opposite the yacht club or Gangplank and use the tender to go in to either. For under $20 per day you can use their dinghy dock and their shore facilities. The charges are on their websites.
If you Anchor in the Washington Channel you must use two anchors to limit your swing.
 
The closest Metro to the Gangplank and Washington Yacht Club is the Waterfront on the Greenline, it is only one and a half block away. The Gangplank has plenty of transient dockage for a 70 foot boat and great facilities. Not sure about the Yacht Club though. Old Town Alexandria has room for you for a few hours but if the tour boats are operating you will not be able to get in there as stated above.

The National Harbor is a very new place and I don't know much about it. I do know going in there you will need to favor the south side of the channel it was always shallow in there except for the south side. I don't know if they did any dredging for the new marina.

If I was going to DC I would favor the Gangplank over the other marinas because of the facilities and security. I lived aboard there for several years and they have a 24 hour security force.

If you go to Solomons the Calvert Marina does have room for you at their floating docks but no accomindations to get awhere else or over to Solomons Island. There is one taxi but that is the only available transportation.

There are marinas at Deale such as Shipwright and both Harringtons, however no airport close by.

I know Annapolis has plenty of marinas that can help you but the closes airport I know to there is BWI about 20 miles north. Easy access via I97 so that maybe a viable alternative for you. I would not recommend Solomons based on your size and need of an airport. St. Mary's is only about 10 miles but not much of an airport.
