Perhaps the Sacramento Jazz Fest? I know some folks in my yacht club heading up to that for Memorial Day weekend.
 
Ever first Sunday of the summer month's, the Pittsburgh Yacht Club holds a dinner and blues/jazz. That may be what you are referring to. Our club went to the one on April 1st which I could not attend. I'm hoping to go to the next one from SJYC.

I'm not very familiar with Pittsburgh, but I'm sure there are hotels/motels nearby.......

I haven't a clue; I don't keep up with happenings at Village West Marina. However, there was a mention of this in Bay & Delta Yachtman May edition. Check out Connie's "Cruising The Delta" column......or call Village West Marina.
