Merc mechanical fuel pump question

The fuel situation on the harley has improved 100% with little to no resistance when pulling fuel from any of the tanks but I still have a motor that when I rev it up above 1800 rpm it cuts out after about 45 seconds. The fuel flow meter shows that is is using half as much fuel GPH than the other motor at 1000 rpm. The filters are clean, the fuel flow meters are right (I've swapped them) so there is either a clog in the carb or the fuel pump is not working over 1400 rpm.

How do these pumps work? What symptoms would I see if it started to go south on me? Can I do visual inspection of it by removing it? What am I looking for?
