New Pilings in San Pablo Bay

Anyone know what's going on with the new pilings at N38.00.253, W122.25.914 ? This is East of China Camp and North of the Dutra gravel operation off Pt. San Pedro.

Chart shows it to be in a General Anchorage No. 18.

Played poker with a guy that was working on it. Didn't ask about it, though. One of the guys works on the debris pick-up boat for the Army corp, I'll ask him.

As far as I could tell in the daylight, there was a light on the piledriver barge, but none on the pilings.
