MY 36 CARVER HAS 2 ELECTRA-SANS, SO SINCE NEW HANOVER COUNTY HA BEEN DECLARED A NO DISCHARGE ZONE, WHAT DO I HVE TO DO TO KEEP FROM BEING CITED. I WILL ONLY BE PASSING THRU THE COUNTY ON THE INTRACOASTAL, AND WILL NOT STOP N THE COUNTY.
Keep the MSD 1's and install a diverter valve to a holding tank if you want to be legal while in a NDZ. Perhaps just have one head dump into a Type 1 holding tank.
I have both a Type 1 holding tank, a Raritan Hold-N-Treat and a PuraSan it meets the requirements in any NDZ.

1. Don't use the heads while passing through Hanover county NDZ.
2. To prevent getting cited if the boat is boarded or inspected in Hanover county:
a. Close seacock on the discharge through hull. Secure the seacock from being used by fastening a nylon zip tie or padlocked chain around it.
b. Use a padlock or locked keyset on the bathroom door to prevent use (acceptance of this method may vary by locality).
I do the same to my Purasan while passing through the Richardson Bay NDZ in the SF Bay area. It's a small NDZ and the only one where I boat, thankfully.
With my Hold-N-Treat I leave the seacock open, there is no possible way of discharge with it's circuit breaker off and the key removed from the H-N-T control panel in the head and hung under the breaker panel in the salon. I have never had a problem with this set up. I also have no way of dumping raw waste (no discharge pump) only a transfer pump from the Type 1 tank to the Type 3 PuraSan. The plumbing and devices in my boat are all within 6 feet and visable by opening 2 hatches on hinges. It also makes explaining the system easy when inspected and changing hoses a snap.

The OP doesn't have Hold-N-Treat and neither do I. I'm sure not going to the extra expense of buying one as long as I can hold it while traveling through an NDZ.
Thank God I've got Hold-N-Treat too. But I bump it up a knotch politically: I won't boat in an NDZ and thus, I won't spend any money where one has been declared.
To the OP, if you can add a holding tank, you could look into the Hold-N-Treat system. Otherwise, follow Yzer's advice in his first post. You've got to lock things up to be legal (something Bill and I don't have to do since we have holding tanks before our Type I systems).
