Pair of boats - what were they doing?

Friend and I were bouncing around Antioch maybe a week ago, when we saw two boats heading downstream at maybe 5 kts, parallel to each other, and maybe 30 feet apart. They were both around 20ft, outboards I think, and you could obviously tell right away they were work boats. One had a clothesrod rigged up out of PVC pipe with life jackets on hangers. One was a Boston Whaler. One had a pole standing up with some symbol on it, two triangles pointed toward each other, vertically. They had a couple lines going between the boats, a couple bumpers or small buoys trailing each boat by 30 or 40 feet, and one more bumper/buoy between the two trailing ones. What the heck were these boats doing? Our first guess was that they were maybe sounding or something? It was in the neighborhood of the Riverview Lodge and Humphrey's Restaurants.
