Since they managed to build only 66 slips and 1398 feet of linear guest dock for the $22,380,750 in public funds spent, I can only imagine that it took a long time to figure out how to siphon off as much money as possible. In the end, they couldn't even get it open early enough to help Trish, who believed city representations that it would be done this summer and opened a restaurant, which she since had to close for lack of business.
Am I cynical? On this project, and on Stockton as a (w)hole, you bet.
