Stripping varnish from teak with rubber strips

What is the best way to remove varnish from teak decking that has the rubber strips between the teak planks?

I need to refinish the teak decking and was wondering whether varnish remover would be safe for the rubber and for the surrounding gelcoat.

Varnish looks nice, but I sure wish the teak hadn't been varnished (slippery when wet).
