The secret Peripheral Canal

Back in the'70s a nephew, a hydrological engimeer, who received a master's at UC Davis, told me he had worked on the engineering for a by-pass canal, and I was skeptical. I am a believer now. I temember when those borrow pits were dug, and their ultimate use was no secret then. Mike's column is a good wake up for the younger people who can't recall the excavating of those ditches. -- Warren
 
I'm over 40. I remember this situation very well. Digging the canal prior to the approval was one of the reason the proposition was so soundly defeated!
