Transom, repair - water.

19 FOOT center console.
I was installing a new transducer this week and
drilled a pilot hole for the screws.
Water was slowly dripping out of the holes.
The wood was dry on my drill bit though.
How can this be? Did I catch a problem in time.
Is the water between the fiberglass and wood filler at this time.
Can this be fixed?

If the wood was wet, you would see it on the drill bit. Did you drill through into bilge water that is now dripping through the hole?
 
My bilge is empty, I did not drill all the way through the transom. I pulled the boat out,
mounted the template for my transducer, drilled
holes and water seeped out of the holes.
The wood was not punky or wet on the bit.
It seems the water is between the wood and
fiberglass somehow.
