Schwarzenegger introduced a $5.9 billion comprehensive water plan in January, and he wants to invest $4.5 billion to develop more surface and groundwater storage. The storage will protect communities against flooding and capture water from storms and snowmelt run-off for future use by cities, farmers and businesses.

The plan also calls for $1 billion toward restoration of the Delta, including development of a new conveyance system, $250 million to support restoration projects and $200 million for conservation grants.

Drought conditions and a nine-day shutdown of the state's water project pumps in the Delta have resulted in the reservoir being filled to just 25 percent of capacity.

"We need a modern, comprehensive approach to addressing our growing water needs that includes more storage, new conveyance and better conservation," Schwarzenegger said in a statement.

Because of drought conditions, water districts are asking people to cut their usage by 10 percent.

Sonoma and Santa Cruz counties have two districts that have begun mandatory rationing.
