Who owns delta islands?

I've noticed a number of smaller islands that seem to be unfarmed and uninhabited. There are a handful in the Acker Island neighborhood, and out my way there are West, Donlon, Winter and Browns Islands that are definitely not farmed and don't appear to have anybody living on them. Donlon of course is swamped, but there are definitely still levee areas fine for building on, and much of Browns Island is some sort of nature preserve. What's the situation, some old guy owned the island and planned on doing "something" with it and never got around to it and died, and now some spoiled brat doesn't realise he owns it, or some bank owns it...? I know Sacramento County is very stingy about people building houses anywhere out there, so I guess that throws Donlon Island right out the window. These are my guesses...
