1999 Used Regal, Used in Salt, What to look for ..

I am looking at a used Regal, 1999, used in salt water, stored at a marina out of the water. No bottom paint, but I am worried how religous people are about flushing them stroing them on racks. With a raw water cooled boat, how can I tell if it was flushed, and what is the damage if they missed a few times, or many for that matter. How often do the risers and manifolds need to be changed on inboards? What is the damage fi they are not? Anything else to look for? Thanks in advance.
