From the Army Corps of Engineers risk assessment section on page 38 you will learn some interesting stuff: That Twitchell Island has an Annual Exceedance Probability (chance of flood damage) of 30% in any given year. Andrus Island is 67% and Tyler is 85%. The long term risk to these Islands is 97-100% for a ten year period.
That's not all. The study takes a look at EVERY island and tract of the Delta system (Project levees and non-project levees) that is at risk of flooding without flood fighting or levee improvement.
Another subject in the news tonight: A proposed user's fee to help pay for levee improvements.
I say "Yes" for user's fee for non-project levees with provisions. These reclamation districts are nearly busted and the state will only help out in emergency situations. If you have a boat or a house on a non-project (privately owned) levee: sure, it's only fair that you should help the levee reclamation district meet the costs of maintaining the levee you travel on and rely on for your personal safety. If it's a project levee: no users fee because you have already paid for it with your taxes.
Farmers pay something like $26 dollars an acre per year to support the reclamation districts. Charge boaters the equivalent of one acre's fee per slip per year. Charge the homeowners a minimal 10 acres and charge the marinas and other businesses fairly, too.
