I use the same size rating for the stern as i do for the bow although some will use a size smaller in the stern. My feeling is that if the wind switches then it needs to hold as much weight if not more than bow anchor given the flat surfaces of the sterns that act as sails.
Two primary ways to set out a stern and I'm not going to do a step by step in terms of how to set the hook in the bottom as I'll assume one knows how to do that with bow anchor and I'm just too lazy to type it out.
1) Set bow anchor properly and then let out twice your normal scope as you back away from the bow anchor slowly. Drop the stern anchor and then winch/motor back up to the proper location from the initial set. So if normal scope length is 100' than let out another 100' for a 200' total, drop stern and then reduce forward scope back to 100'
or
2) Set bow anchor properly and then use a dinghy to place stern anchor back behind your boat.
