Add a Cleat

The swim platform on my 96 Carver 380 is a bolt on assembly so you can't get access to install a backing plate.
I have seen other vessels like mine with cleats on the swim platform gunwale. Does anyone have a suggestion as to how to add a cleat to that location?

It all depends on your access to the inside where you want to put the cleats.
 
Not sure I would want a cleat on the swim platform as that would be a sure toe breaker. On the swim platform on my Santego 380, there are 4 deck plates on the underside for access to areas that I don't even care about. I have installed 2 deck plates on my Santego in the 2 years I have owned her so I had easier access to where I needed. Deck plates are cheap and easy to install once you buy the hole saw.
 
I've seen cleats added to that area without backing plates. I would never consider that option. Probably going to do major damage when it pulls thru. If you can't add a backing plate, I can't see how you'd safely put a cleat there.
