Does anyone know of a cruising charter in the Upper / Middle bay area? I would like to charter a boat (w/ captain) for a couple hour ride around the bay. My wife is on board with purchasing a cruiser, but she has never been to the bay and would like to take her and my children for a spin and make sure she is still intrested.

Don't know of any particular one, but know there are plenty in Annapolis and Baltimore, just google it.
 
Try going to a boat dealer and get them to give you a demo on boats you might be interested in. If they are not going to consider a sea trial then look at another dealer.

Not a cruiser, but Capt. Karl Bunch offers individual guided tours with his bassboat. You don't have to fish. He knows the upper Bay like the back of his hand.

There's also Chessie Tours out of Charlestown marina. They use a 50' pontoon boat and cruise the Notheast river. One of their regularly scheduled cruises would be your best bet.
