What is the regulation or where would I find it written that I could refer to, that hose connections below the waterline should be double clamped?
 
I think it's an ABYC standard, but you have to join their website to view the standards (http://abyc.com). NMMA also has a certification program that pretty much follows the ABYC standards (http://www.nmma.org).

I will have to research those sites. I bought a ABYC book but it did not reference that topic. I had a Cummins 450C engine installed by the dealer. The salt water pump and hose on the bottom of the after cooler is below the waterline and only single clamped. That doesn't seem right to me.
 
I don't know for sure, but I seem to remember that the ABYC standard doesn't specifically require double-clamping -- only requires that the connection is secure, which is probably deliberately vague.
 
Easy enouh to add another clamp at each connection. If it were my boat, it would make me feel a whole lot better.
 
Double clamps only need to be on the exhaust outlets and main fuel lines by standard. I always recommend that they be on all ball valves if they will make it below the nipple part of the valve. You can damage a hose if the clamp is to close to the barb or nipple on the hose connection part of the valve.

Actually double clamps are only required on engine exhaust and fuel fill hoses not main fuel lines... Fred
 
it's probably not a rule but just common sense ! although in all fairness, with a barb fitting you need some significant pressure to remove a hose off the barb. some fittings are too short for double clamping though...
