I'm amazed that after years of reading and hearing about things like this we still don't have more comprehensive mandatory training/testing before licensing.
Or at the very least, see more of that tax and boat registration money used to get more law enforcement presence on the water to keep boaters on their toes.

There have been times when I was out fishing on the 22' boat or running around on the 18' Bowrider that I have been scared to death by a bigger boat and had to either take extreme evasive maneuvers or hold on for dear life but luckily it never got to the point where I had to jump overboard.
