Bottom painting (raising the water line)

I'll need to apply a fresh coat of bottom paint on our boat soon. I want to also raise the water line one or two inches (due to a scum line currently showing above the existing bottom paint line).

Would I need to prep the currently unpainted surface before applying the bottom paint here? If so, what method should be used. I'll be using an ablative bottom paint.
