Bow Rail Re-Painting??

My Trojan 1990 10 meter international has white painted bow rails and windshield frame. I believe this was common for the international series during the mid to late 80s. The rails and frame are showing a little surface rust and I wanted to repaint them this off season.

I am unsure what type of metal they are created from let alone how to proceed with repainting. Any recommendations or additional resources are greatly appreciated? Thanks in advance for any advice.
