The Neptune Society makes a big deal and charges big bucks about "permits". Hogwash. Just do it. I sincerely doubt anyone has ever been prosecuted in this century, or the last one, for scattering remains on navigable waters without some obscure "permit". I'm aware of several scatterings in Raccoon Strait and at least one in the Carquinez Strait.

Honestly, you can make anyone (including a DA) who objects look like an idiot.
