Buying/Surveying a boat in the winter

I am looking to buy a a Regal Commodore 27XL (1986), but it is shrink wrapped. It is to my advantage to have the deal in ink, if not closed by March 1st. (Dockage issue, has nothing to do with seller or deal).

Does anyone have any advice how to move forward with this deal. It is from a private seller, so he is not inclined to pull the shrinkwrap or put the boat back in the water this winter.

I am more concerned with structure issues then with the motors and outdrives. (One Outdrive is brand new, the second 2 seasons old.)

nph, sorry for the delayed reply, january is the only vacation time for a surveyor.
50% of the survey cost would be fair to make the first inspection.
I would expect to pay 25% more in total for the structural portion of the survey with 2 visits.
