Bypassing legislature to jumpstart delta canal?

I do not understand how the Gov can initiate such an action, without all of the processes being played out fully...COMPLETELY opposing what the voters of this State voted for - the same voters that brought him in to office?

Gov Arnold was awarded the Fish Sniffer's "2007 COLD DEAD FISH award", and he he deserves it - he's worked hard to garnish this distinction..

I wish we could recall this termintor of the Delta...
 
PS I've posted this on other Forums when it first popped up - we need to spread this word ASAP..
