On the velcro - The thing that seems so interesting, is that if the screen is permanently installed, it will not shrink like the plastic will so keeping the canvas on should not be a problem. With all the mosquitos in the delta, it's not bad to have there all the time. If you use velcro on the plastic window, it can be put on once the canvas is in place, and if there is a little bit of shrink in them, they will still go on - unless it is more than an inch or so. The good part is that if the plastic goes bad, it is a matter of buying new plastic, cutting it neatly to size, and just applying the sticky-back velcro to the edges - and you have new windows. I would not worry to much about strength because good velcro, with that much surface area, is really strong. Add to that the fact that the screens are on the outside to buffer the wind, and it could just work.
My canvas is getting old, so I might just have Gnarley do a test case and see how it goes...
