Carver 3207 - one engine spends more gas

I had an encounter with a rock and had to replace the shafts and propellers in the spring. When all work was done I encountered two big problems, I can not get the rpms to go higher than 2200 and the engine spends twice the gas....
I replaced wires, spark plugs, distributor cap and oil chance on both engines....

Engines start easy, and run well...

Any ideas would be appreciated....
