Chemical spill at Croton

Anyone know what the chemical spill was all about?

Yesterday (Monday, Labor Day) at around 4pm the Westchester Police went around announcing that there was ‘an unknown chemical spill' from the shore near by and advising everyone to discontinue swimming activities and board their vessel.

I heard from dock mates they first said "unknown substance" then changed to sewage spill down in Scarborough. Who knows what the truth is.
