The Council's goal was to create a legally enforceable long-term management plan for the Sacramento-San Joaquin Delta.

The vote came after two-and-a-half years of study and almost 100 public meetings.

The plan is designed to manage water supply, improve water quality, restore habitats for endangered species, and provide flood protection.

Gloria Gray was one of the seven-members on the Council to approve it.

"I think that people in the audience may not agree with the plan, it's not a perfect plan," says Gray. "But I think you can say that you have been heard, and I think that's been important to me to make sure that it is inclusive."

Dozens of protestors say the Delta plan paves the way for the approval of the Bay Delta Conservation Plan. The BDCP proposes building two tunnels to pump water from the Delta to southern California."
