Cutless Beariing Cost

I just had new cutless bearings put on our boat. The two of them cost $318. But the labor was $480. The shop told me they had the tool that did not require the shafts to be pulled. I thought that would make it pretty simple. Never had this done before. Opinions welcome. Thanks.
