"SACRAMENTO, Calif. -- A federal judge Friday signed off on a ruling that limits how much water can be pumped from the delta to more than 25 million Southern Californians.
U.S. District Court Judge Oliver Wanger ruled that pumping by state and federal water agencies has killed the threatened delta smelt. Wanger issued the ruling Tuesday but finalized it with an 11-page order Friday.
Wanger is also directing federal wildlife officials to write a new plan that allows them to pump while still protecting the fish.
