That is why disaster relief should be a state not a federal entity.
Outside of infrastructure that may be damaged beyond the ability of the state to repair with insurance dollars, why should every tom, dick and harriet get disaster relief. Really, they should have insurance to cover the majority of the costs. Immediate shelter, food, water in the form of tent cities for widespread destruction that renders the area unliveable sure. After Katrina, we saw were folks were waiting months to be provided for. Saying things like "I have no where to go", "I have nothing to do but wait". Well why not get out there and help? Get out in your community every day and clean it up. 100s if not 1000s of able bodied people sitting around in shelters that could go out and begin clean up. You don't need to be a rocket scientist to work a shovel.
I know that sounds harsh but it is what it is. I can guarantee you if my community was destroyed by a natural disaster, I would be out there the next day helping to clean it up. Especially if I had no job or home to go to until it was cleaned up. And that is where the manpower pool should come from.
It really is time we stopped relying on the government to bail us out everytime something bad happens. And for the record, I don't like it when we do it for other countries either.
