Force Boat Motor doesn't run

I dont know much bout boats but someone just gave my dad a free boat. The motor did run for a while and now it look a poop on us. My dad told me that we would have to use the choke alot for it to start. He changed the spark plugs also i believe. I think the motor got flooded with to much fuel but it doesnt run anymore.Anyone have some suggestions I know this isnt much info but thats all I have for now. Any help will be apreciated
