HELP! Year of Mercury Outboard

Looking a at a boat with a "2002 Mercury Optimax 135". When I looked at the serial number plate, there is a 1999 stamped on it. Is this the year, or something else? Is the broker pulling something here telling me it's a 2002 when it's really a 1999?
