How much water at low tide?

Just took a dink ride to a local marina and snapped this photo. Looks like there may be a water issue there.

Where is that? Looks like the Sparkill Creek in Piermont.

Near you? When? I looked up the tide chart and there wasn't all that much range. Can't be able to run an outboard at "high" tide!

It's actually Goose Rocks Beach in Maine.
