There probably are a bunch of used ones out there sitting on replaced generators, so perhaps you could try calling as many Kohler marine generator shops as you have patience for?
These days mechanics seem to prefer to just replace rather than remove and clean with questionable results. Unless you know for sure your carb is broken, since you apparently can't use the generator as-is or find a new carb, what do you have to lose by removing and carefully disassembling your carb and cleaning all jets and passages with carb cleaner?
Using an ultrasonic cleaner would be even better.
Just 1st write down how many turns in it take to lightly bottom out any needle jets & maybe take pics or video as you progress.
