most pumps i've seen can be disassembled and repaired.
if it's not running, check / bypass the pressure switch.
hard to tell you more if you dont' even say what kind of pump, how old, etc... is it one of the newer electronic models ?
if it has a pressure swtich and the switch isnt' the issue, then open it up and check the motor. could be as simple as brushes...
i had a problem on an electronic shurflo a few months ago, it developped a leak which resulted in the motor filling up with water... nice design ! one brush was arced and damaged, fixed that and the motor was good.
clogs are unlikely on the outlet of a water pump... a clogged screeen on the inlet wouldnt result in no pumping but the motor would turn
