Moving South...

The important parts of this house are elevated but since the ground floor has a 'permitted' apartment and a finished basement there is no elevation certificate.

I believe that if I were to demolish the ground level then I can apply for a elevation certificate but I will only do this once the value of having the apartment is less than the cost of the various insurances.

I believe you are correct on the elevation certificate. I was looking into that recently as my house was lifted years ago but then over time part of the first floor was finished and heat and ac are still at ground level. My reading of the elevation certificate rules is you basically need to gut the first floor and just use it for storage/garage and hvac/etc need to be moved up.
