NY Fluke fishing

A friend of mine got stopped by DEC today. He had a 19.5 inch fluke onboard measured on the top side. DEC measured the fish and said you have to measure from the bottom side do the the curve of the fish on top and came up with 19.25 inch fish. They were courteious but I had never heard of this. Any thoughts.
 
The measurement should be the straight line length of the fish, if they used a tape measure and were including any curvature I think that would be incorrect.
 
get a NY state regs guide and it will tell you how to measure. You might be able to view it online also.
 
No ticket. He said they were very courteous. They did say that you have to measure the bottom (white) side of the fish from the tail to the mouth with the mouth closed.
