note that small vessels, under 7 meters I believe, are not required to show an all around light if anchored where vessels dont' normally navigate, away from a channel or fairway.

you'd still have to be completly stupid not to show as many lights as possible!

Hi Butch! Yes, it happened at 4:00 am in front of the Cortlandt Yacht Club. There is a mooring at the entrance of the yacht club but the sailboat was anchored a ways off from it. The sailboat called the club for permission prior to anchoring. One of our members was operating the powerboat. I can not say much more, i maybe involved in the discovery's and need to maintain privet information.
