Ours was doing that too, the burner only got lukewarm. I polished the contact forks with fine emery paper and steel wool, still lukewarm. I finally decided to overhaul the whole thing, but the first thing I did was replace the safety switch toward the back that turns off the burners if the lid is down. It's a very common problem, apparently those safety switches fail like crazy. It's just an on/off switch so there's no way it would just be "half-off" and act like a resistor for the current to the burner -- but what do you know, I replaced the switch and all the burners glowed red again. Don't ask me why, makes no sense. (A lot of owners just take that switch out and wire directly I know, but I'm kind of a fanatic about original function.)
