And the Auburn Dam and "improvements" [re, more capacity] for the Folsum Dam. One year of excessive rains, 2006, gives the polititions momentum to take more water out of the Sac and SJ River systems in the name of flood control. Maybe if 2007 ends up a drought year, that will be tempered.
