A Knurled Knob type self tapping screw would work. However, the caveat is, and this holds true for the original self taping screws design, is that frequent removal and replacement of the screw into the plastic casing has the potential to either strip or crack the plastic sump housing. Using a double ended stud, or hanger bolt, you would essentially only being screwing into the plastic housing once. Subsequent removal of the lid will be via the wing nut on the metal stud...FWIW

That makes sense too. AND...never seen those either!!!! Decisions....Decisions!!
 
Hanger Bolt....just add washer and wing nut...
