The sheets (I refuse to call them "sails") over these docks are indeed ridiculous. If the idea was in fact to reduce visual impact for unbuilt (and unlikely) nearby buildings, then open docks would have worked much better. The material in these sheets will decay over time and require replacement or, more likely, removal. The heavy steel posts and suspension arrangement has added needless weight to the docks and the docks will also suffer needless additional wind strain because of these huge drag machines.
One more project chosen by people who should be selling perfume, fancy watches, and tailored suits instead of making important municipal choices. Score one for the victory of fashion over function!
The endless delays, as reported in the Stockton Record article linked to above, smack of only one thing: bureaucrats and politicos holding out until the right palm gets greased. What needs to happen here is a good fed sting operation aimed at putting corrupt public employees in jail.
