Go to
http://homeport.uscg.mil/newyork
scroll down and click on the link at the bottom labeled "02. Marine Events and Fireworks Displays", under "Waterways Management"
This will take you to another page, and on the right side is a "Supporting Documents" area. In there is a link to the "Marine Event Calendar", where all the events are shown. For instance, in the next few weeks, there will be fireworks all over the place.
