Toilet does not flush well

I have a Jabsco toilet model, 37045-1012, that does not flush very well. Even with just urine and toilet paper, some time you have to flush 2-3 times before toilet paper stops floating back into the bowl. sometimes I have to drain the bowl to get it "clean".

The toilet is a fresh water system. The waste leave the toilet, goes to a wye valve for direct discharge or holding tank, (Set and locked for holding tank) then to the holding tank.

The paperwork I have for the toilet does not give me much help.

Can anyone help me figure this out so I can fix it. Thanks
 
Be sure the holding tank's vent line isn't plugged up, particularly where it exits the hull. This is a favorite spot for mud-daubing wasps to build their nests. Next, look for a clog or partial clog, particularly at the "Y" valve. Finally, remove the discharge fitting and examine the duckbill valve to be sure it's working properly. Shredded bits of toilet paper floating back into the bowl is fairly common, and there ins't a real good solution for the problem, other than flushing the toilet for a longer period of time. I doubt there's anything actually wrong with the toilet, but the external plumbing should be looked at, particularly at any joints, ells or other areas that would be conducive to a clog.
